Ladies and gentlemen, esteemed guests, and members of the fourth Estate, good morning.
Today marks a significant milestone in the ongoing journey of education and training. As we gather here to witness the signing of a Memorandum of Understanding between the Public Service College and the Institute for Labour and Employment Studies (ILES), we stand united in our commitment to enhance the quality of education and training by developing and nurturing a workforce that is both skilled and empowered. ILES is a labour college that has been accredited by the Botswana Qualifications Authority as an Education and Training Provider under the Botswana Qualifications Authority Act No. 24 of 2013.
The institute was founded by Botswana Public Employees Union (BOPEU). The mandate of the institute include among others to address the gap in workersโ education and training by providing the much needed soft skills that tertiary institution do not provide. This partnership symbolizes the merging of our efforts to promote not just knowledge, but also real-world skills that are essential for navigating the complexities of modern workplaces. Together, we can develop through capacity building, leaders in public service by instilling values of integrity, transparency, and commitment to the common good.
Today, as we formalize our collaboration through this memorandum, we are taking a bold step towards bridging the gap between theory and practice. Our combined expertise will provide a holistic learning experience that not only prepares workers for successful careers but also arms them with the insights needed to understand the critical dynamics of the world of work.
Director of Ceremony, BPSC will benefit from the collaborations that we have already established as ILES. Being a labour college we work closely with the ILO. In fact we are their service provider with respect to matters around decent work program. To this end, you will be delighted to learn that over the past three or so years we have been in discussions with the International Training Centre (ITC) of the ILO, in Turin, Italy on a possibility of collaborating with them to offer training. We are happy to inform you that the ITC/ILO has acceded to our request to collaborate with them on the face-to-face capacity building programmes. The collaboration with ITC/ILO will enable us to host capacity building programmes for the Africa Region. BPSC has the much needed physical structure to handle the envisaged programs.
Together, we will embark on initiatives that may include:
Joint Programmes: Developing courses and organising workshops that encompass both public service management and labor relations, ensuring that the public service employees are well-rounded and ready for the challenges ahead.
Research Initiatives: Engaging in studies that examine the intersection of public policy and labor rights, paving the
way for innovative solutions to contemporary issues faced by public service employees.
Knowledge sharing: Organise knowledge sharing forums such as workshops and seminars on labour market
issues.
Community Outreach: Partnering to reach out to under- served communities, providing training programs that
empower individuals with knowledge about public services, productivity at work, work ethic including workersโ rights.
This MOU is not just a piece of paper; it signifies our shared vision for the future. It is an embodiment of our collective belief
that capacity building is a powerful tool for changeโa tool that can uplift individuals, strengthen communities, and
inspire future generations.
I would like to express my profound gratitude to all who have worked tirelessly behind the scenes to bring this partnership
to fruition, ILES and BPSC Staff whose commitment to excellence in education and training has made this day possible.
As we move forward from today, let us embrace this opportunity to learn from one another, to innovate together, and to
create a lasting impact on our society. Together, we can build a brighter future for our workforce.
